Three problems plagued the beet sugar industry in the years that followed. First, the failure of the U.S. government to prevent a postwar agricultural depression after World War I. Farm prices and incomes dropped precipitously in , and remained low until the s, when as a result of the Great Depression they declined even further. A system of sugar tariffs and sugar quotas imposed in in the United States significantly increased the cost of imported sugar and U.S. producers sought cheaper sources. High-fructose corn syrup, derived from corn, is more economical because the domestic U.S. price of sugar is twice the global price [58] and the price of corn is kept low.

The United States is among the world's largest sugar producers. Unlike most other producing countries, the United States has large and well-developed industries for both sugarcane and sugar beets. Since the mids, sugarcane and sugar beets have accounted for about 45 percent and 55 percent, respectively, of domestic sugar production.
